Mist Valley runs a self-reinforcing loop built on returning monsters to the hand and immediately replacing them through Divine Wind of Mist Valley. That Field Spell triggers whenever a WIND monster is voluntarily bounced back, Special Summoning a Level 4 or lower WIND monster directly from the Deck. Mist Valley Thunderbird makes this loop nearly self-sustaining: each time it returns to the hand, its own effect immediately re-summons it to the field, ready to be bounced again on the following turn. Mist Valley Falcon extends the engine further by demanding that a card be returned to the hand each time it declares an attack, turning each battle phase into another Divine Wind trigger and another free Special Summon from the Deck.
That recursive structure naturally favours a going-first gameplan, with the deck aiming to establish Mist Valley Apex Avian as a persistent disruption piece. Apex Avian can negate any card or effect activation by bouncing a Mist Valley card back to the hand, and because that bounce refuels the engine, what looks like a cost is often a benefit. Mist Valley Thunder Lord, a Synchro that uses at least one Mist Valley non-Tuner, keeps the bounce going on either player's turn while steadily building ATK, making it a durable presence once established.
The deck does rely heavily on Divine Wind of Mist Valley remaining on the field. Losing it to removal collapses the cycle of free Special Summons, leaving Mist Valley Thunderbird and Mist Valley Falcon without the replenishment that justifies their otherwise costly bounce requirements.
